Budget Analyst

Major Duties include but are not limited to:
Responsible for budget formulation and execution for the Miami VA hospital and affiliates. Prepares budget estimates, distributes funds to control points, monitors fund control points, processes reprogramming actions, and prepares financial statements and budget reports for management. Establishes and implements a comprehensive financial reporting system for leadership and management. Develops specific instructions and procedural guidelines for all operating levels of our facility for the preparation and completion of budget estimates. Verifies estimates by assuming the validity of assumptions, evaluating the consistency of dollar estimates with pervious costs and the total program, projections considering past performance and the monetary, staffing, space and equipment resources projected to be available. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. A. Specialized
Experience:
One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-11:
Formulates, presents and executes phases of the budget program; Participates in the entire process of funds control to include planning for restrictions and revisions to budget plans, preparation of cost ceiling distribution, recommendation for changes to original planned distributions, preparations of estimates involving changes due to new legislation or programs. GS-09:
Prepares financial statements and budget reports for management; Prepares all external reports or analysis that concern budget execution at the facility. B. Education Substitution:
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http:

GS-11:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. GS-09:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. C. Combination:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11, 09, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-09 and GS-11. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
