Civilian Pay Technician

Performs technical and clerical level work to support payroll functions at the Miami VA Healthcare System and is responsible for training timekeepers and approving officials and conducts semi annual desk audits of all primary and alternate timekeepers in each Service to ensure consistency and conformity with applicable VA regulations. Provides instructions to supervisors and Service Chief of approving and certifying employee time and attendance; and contacts Service timekeepers and supervisors to resolve time and attendance pay period exceptions and follows up until resolved. Reviews employee timecard posting to ensure Services are compliant with the daily postings of all employee timecards; and process DD forms 2481's for outstanding employee debts at separation or retirement and ensures Employee Clearance from station forms and actions are completed timely. Reviews accessions and separations listings for accuracy; prepares written assessments of audits findings, and are forwarded to each Service's Management Officials for corrective actions. Audits disclosing unsatisfactory timekeeping practices and/or conditions are actively worked with each service to ensure actions are completed and embedded. Responds to written and verbal inquiries from many internal and external customers including other payroll offices, DFAS payroll staff, agencies outside VA, State unemployment offices, mortgage companies, and employee union representatives. Performs audits each pay period and reconciles time and attendance records and DFAS reports to assure accuracy of pair hours. Leave charges, balances and accruals are audited for proper certifications. research and code charges to employees' Master Record (using PAID of DFAS), including Federal/State taxes, health insurance, uniform allowances, union dues, address changes, direct deposit information, TSP deduction, etc. Ensures employee corrected timecards are input, approved, and processed timely by payroll. reviews daily transactions, rejects, and reports received from Human Resources; determines impact on employee pay records and the necessity for payroll actions. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Performing a full range of payroll duties such as processing pay, leave, and benefit requests Assisting in providing responses for all court cases Resolving time, leave, and benefit issues Processing various payroll related reports Reviewing a variety of personnel and payroll records and documents Providing information regarding payroll policies and procedures Utilizing various payroll computer systems and software This experience must be reflected in your resume to be credited to your rating. The work is primarily performed while sitting, but requires some walking, standing, carrying light objects, and occasionally driving an automobile. Manual dexterity is also required to operate a CRT and/or data entry console. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
